 POLITICAL / SYMPATHETIC STRIKES  AND DISPUTES DUE TO REASONS OTHER THAN INDUSTRIAL DISPUTES

  4.1                   Analysis of Political and Sympathetic Strikes:  Month-wise and Sphere-wise statistics of Political and Sympathetic Strikes during the year 2003 have been presented in Table D–I, which reveals that they accounted for a time-loss of 68,531 mandays in the Central Sphere and 7848 mandays in the State Sphere. In all there were 29 such strikes during the year in both the spheres (Table D–II). The maximum time-loss due to these strikes was in the Central Sphere in the States of  Maharashtra, West Bengal, Chandigarh and Kerala, which accounted for 92.47 per cent of the total time-loss in the Central Sphere. 

4.2                   Analysis of Disputes due to reasons other than Industrial Disputes:  Tables D–III and D-IV present State and Cause-wise and Industry-wise statistics of disputes due to reasons other than Industrial Disputes during the Year 2003. 

4.2.1                It may by seen from these tables that the cause group ‘Financial Stringency’ was responsible for maximum number of disputes i.e., 245 resulting in a time-loss of 12.21 million mandays which accounted for 91.05 per cent  of the total time-loss during the year.  The State of West Bengal had maximum number (171) of disputes affecting 40,369 workers and resulting in a time-loss of 9.30 million mandays. The State Sphere Private sector alone was wholly responsible for the time-loss during the year as the information in respect of Public Sector in both State and Central Spheres (Tables D-III ) is Nil. 

4.2.3               Industry-wise details of such disputes are given in Table D-IV. The Industry group ‘Manufactures of Textiles’ (Industry Code 17)  in the State Sphere was responsible for the maximum number of mandays lost in 2003 (3.52 million mandays) which was 26.29 per cent of the total time-loss due to  lockouts. Second in the order was the industry group ‘Manufacture of Basic Metals’ (Industry Code 27)  which was responsible for a time-loss of 1.60 million mandays or 11.90 per cent of the total time-loss. 

4.2.4           Out of the total 287 disputes, there were 283 cases of Lockouts (98.61 per cent) and 4 cases of Strikes ( 1.39 per cent  ). The lockouts were responsible for 99.59 per cent  of the time-loss, while 0.41 per cent  of the time-loss was due to strikes.
